How come there is no lat training in the programs when I hear everyone saying how important lats are for every lift in powerlifting?

You can find "Lat Muscles" in the programs. On those days you select an appropriate exercise to train that group of muscles.

Lats are very important, but they do not need to be trained directly as much as most powerlifters think.  The competition lifts (especially the deadlift) all strengthen your lats in the most specific manner because you are doing the lifts themselves.

Rows and chin-ups are good exercises and Boris does program direct lat work occasionally, but the lats function isometrically in the powerlifts.  Rows and chin-ups train the lats in a dynamic manner.
